Then the earth was a wasteland and empty, and darkness was upon the face of the deep; and the Spirit of God was brooding over the face of the waters, Genesis 1:2.
When God created the universe, He made the stars as a dwelling place for the spirit beings. Eden was not created in a chaotic state, but to be inhabited (Isaiah 45:18). However, it was not initially inhabited by humans or biological life. The earth, or Eden, served as Lucifer’s throne before his fall (Ezekiel 28:13).
Tohu wa bohu means ‘a wasteland and empty.’ It does not describe a primordial state of existence before something is formed (Jeremiah 4:23). The earth was created to be inhabited, yet it was found to be a wasteland and empty. In Genesis 1:2, the earth is described as a wasteland and empty because Lucifer attempted to set his throne in the third heaven with God, which resulted in judgment and the earth—where his throne resided—being flooded so that light no longer shines upon the deep.
