Then God said, “Let there be light”; and there was light, Genesis 1:3
The Spirit of the Lord was brooding over the earth, protecting it from any access by the spirit beings, especially Lucifer. Now God begins something new: He permits light to once again shine upon the deep.
In Genesis 1:2, light was not shining upon the face of the deep, though it was still shining upon the surface of the waters. When God said, ‘Let there be light,’ this was not a reference to the sun or the moon, for they had not yet been created. Rather, the light that already existed in the universe now shone into the deep. Thus begins the renovation of the earth for biological life.
