Genesis 9:11

And I will establish My covenant with you, and I will not again cut off all flesh from the deluge, and I will not again deluge to destroy the earth (Genesis 9:11).
Noah’s flood was the second worldwide flood that God used to destroy the earth. The first flood resulted from Lucifer’s sin. Lucifer, the highest of the cherubim, ruled the universe from earth before his fall (Ezekiel 28:13). In Genesis 1:1, God created the heavens and the earth. In Genesis 1:2, the earth is described as a wasteland with no life and without light upon the face of the deep, for it was covered in water. Lucifer sought to place his throne above the stars in the third heaven where God’s throne abides (Isaiah 14:13–14). He was cast out of God’s government (Ezekiel 28:14), and his throne was flooded (Ezekiel 28:13; Genesis 1:2).
Many scoffers come today walking according to their own strong desires, rejecting the promise of Christ’s coming. They willfully forget that by the word of God the heavens of old were made, and the earth standing out from water and through water, through which the world that then existed perished being flooded by water (2 Peter 3:4–6). However, the evidence upon this earth shows that God will judge the unrighteous (2 Peter 3:7). Once God has finished the work that He has begun, both the heavens and the earth will be destroyed by fire, and God will create new heavens and a new earth in which righteousness will settle down and feel at ease for all eternity (2 Peter 3:10-13).
The first flood wiped out the garden of stone in which Lucifer resided (Ezekiel 28:13). The second deluge destroyed the corrupt flesh of man and beast, for every formation of the thought of man was evil all day long and all flesh had corrupted its way (Genesis 6:5, 12). Now, God is promising that He will not again use water to destroy the earth. As evidence of this covenant, when the rain comes, along with it will be a rainbow to remind us of His word (Genesis 9:13–17).
